The Kremlin has apparently pulled the plug on the BBC following the London killing of defector Alexander Litvinenko "The London Paper" on November 28 reported that "The BBC's Russian Service has been off the air in Moscow and St Petersburg since last Wednesday due to what Russian authorities have described as 'technical problems'. One insider put it differently, however: 'They turned the transmitter off'." Livinenko issued a statement from his death-bed
claiming that he was poisoned on the orders of President Putin.

RUSSIA
A Russian mystery: This time I am up with a real Russian mystery - no old KGB agents, no politics at all, but the following:

Here is an extract from an E-mail I sent to the World Radio Network:
"I tuned in on 738 kHz and indeed WRN from Kurkino near Moscow was audible. The signal was moderately strong, not much interference but with some fading. This was today November 19, 2006 at 1525 UT. What I heard was a transmission in Russian and the identification 'Kitayskoye
Mezhdunarodnoye Radio" made it clear to me that this was a CRI relay.
Then, at 1535 UT I heard the announcement "Radio Swoboda". This was followed by a programme of American pop music. Puzzling, really. I checked your website, heard the live transmission. There CRI was on, just starting a programme of light Chinese music announced in Russian.
This was not what I heard on my radio.
Another station? It could not be, nothing on the 738 kHz channel fits in. Later RFI in Paris started dominating the frequency with its Vietnamese service around 1550, but everything seemed to indicate the Swoboda transmission came from you."

Here is the reply from WRN:
Dear Ullmar, Thank you for your message. You were hearing CRI from WRN on the 738 kHz frequency, however Radio Swoboda is not broadcast by us, we do not have any dealings with this station. As our 738 kHz transmission is only meant to cover Moscow we are surprised that you have picked it up.... in Sweden....?
Kind regards, Paula Dine, Senior Administrator, WRN

Well, I feel sure I heard the Radio Swoboda announcement, which seemed to come from WRN, with a program of American pop music which I heard for about 15 minutes, after which RFI in Vietnamese began to dominate, and I then checked the WRN webcast which carried CRI which started a program of Chinese pop music announced in Russian when I listened in, I have only two possible explanations:
1. There was a server mistake, the satellite broadcast from Radio Liberty was relayed after 1535 UT instead of the CRI program in Russian. This could happen only if different servers supply signals to the WRN transmitter on 738 kHz and to the webcast, since the webcast
had the scheduled CRI transmission.
2. Radio Swoboda (Radio Liberty) which is listed for Moscow on 1044 kHz has put a new transmitter in operation somewhere in Russia. Have not seen any info in that direction. And I heard WRN relaying CRI again about two hours later on 738 kHz.

Perhaps a Russian DXer, preferably in Moscow could help us? Are the Radio Swoboda and WRN transmitters in Moscow situated on the same premises? If they are, the first alternative is plausible. Or is Radio Swoboda also operating on 738 kHz - in that case far away from Moscow
for obvious reasons.... Hope someone can solve the mystery.
Greetings, Ullmar Qvick, Norrköping, Sweden, Nov 23, DXLD 6-173 (24/11-2006)

A new Russian radio network, Radio Zvezda (”Radio Star”) is building up a nationwide network on FM and MW. It has a website at http://tvzvezda.ru/radio/. They are already on the air in Moscow on 990 kHz.
Furthermore, Victor Rutkovsky has forwarded the news about two new licenses for this station, for 1440 kHz in St Petersburg at 10 kW, and 729 kHz in Samara at 50 kW. Their address (from mediaatlas.ru) is Kolymazhny pereulok 14, Moscow 119019.

Now finally I have the ominous VOR German signal on 1359, cycling about every two seconds as described by Karel Honzik. Signal strength is here (50 km north of Dresden) on a par with 603, the 20 kW from Zehlendorf. The strange cycling suggests that is this some kind of spurious radiation rather than a fundamental, and probably indeed Wilsdruff is the culprit, considering that the signal has been reported as being rather strong in the Czech Republic. But how does it arise? No idea how a mix of 1044 and 1431 can land on 1359. (1044 is a 20 kW Thomcast, 1431 a 250 kW Telefunken, both diplexed into the same antenna, a 153 metres tall pipe mast.)
Right now Burg is testing on 1575 with open carrier, probably the 500 kW transmitter since the 10 kW daytime transmitter used during the Megaradio days was basically inaudible here. A related posting at http://forum.mysnip.de/read.php?8773,425997  says that around 1030 UT they shortly put unid. modulation on air.
1575 is licenced to Oldiestar, a small FM station from Berlin, otherwise on air via a Zehlendorf (the LW/MW site east of Oranienburg, not the district of Berlin) transmitter on FM 104.9, cf. http://www.oldiestar.de
Earlier Oldiestar announced that they will launch a DRM signal on 1575 with 100 kW in January 2006, afterwards talking to book author Gerd Klawitter about a "small delay". Wonder if they will really start to burn their money now? (Or probably fire up 1575 in AM instead, with at least a theoretical possibility to reach real-world listeners?)

for some time I have been observing a strange signal of Voice of Russia on 1359 kHz // 1431 kHz (Dresden-Wilsdruff, Germany). The signal is not strong, it suffers from fast, deep and chaotic fading. This is really typical for the signal. The frequency is exactly 1359.00 kHz.
It can be heard not only by me here in the west part of the Czech Republic but also by Matthias Zwoch living near Dresden, Germany and also by Tom OK1TP living in the north-west part of the Czech Republic to name at least two DXers I am in contact with.
Matthias is not sure whether the signal originates from one of Dresden-Wilsdruff transmitters (1044 + 1431 kHz), he says the 1044 kHz transmitter produces a hum what could indicate a transmitter problem...

Today postings about Voice of Russia being heard with strong signals on 1359 appeared in the German-language A-DX mailing list. Nothing heard by yours truly tonight. 1359 is an east German frequency, so T-Systems would be the usual suspect here. Sorry, no time for any further research tonight, but perhaps it is worth to keep an ear on this frequency.
By the way, Wilsdruff-1431 runs without audio processing and hereby reveals rather severe audio problems at Voice of Russia. The feed of the Russian worldservice is of good quality but the audio level too low. German appears to be at proper level, but the studio microphone quality is still as terrible as it was when they inaugurated this new studio. And Russkoye Meshdunarodnoye Radio must put out substantially more than -9 dBfs, judging from the resulting limiting distortion (probably I
already mentioned this).

Gazprom-Media Setting Up Ekho Moskvy Competitor.
The Moscow Times State-controlled Gazprom-Media will launch a news radio station next year that will be a direct competitor to Ekho Moskvy, the independent radio station that it also owns.
"The radio station will start regular broadcasts on Jan. 13, and the technical broadcasting will start two months before that," Alexander Gerasimov, the editor of the new radio station, said Tuesday, Interfax reported.
Asked to compare the new radio station with Ekho Moskvy, Gerasimov said it "would have more news."
"The format will be different, but this is our information and I don't want to reveal it at the moment," said Gerasimov, a former NTV deputy general director who once hosted a political program on the channel.
Ekho Moskvy, the last national independent broadcaster, has been majority-owned by Gazprom-Media since 2001, but its journalists have retained editorial independence through their blocking 34 percent stake in the company.
Ekho Moskvy officials could not be reached for comment Tuesday.
Gerasimov said the new radio station would target young people "who have found their place in life" and want to know more about current affairs.
The new station has yet to be named, but Gerasimov said he has already hired 50 percent of its journalists, all of them young.
Oleg Panfilov, director of the Center for Extreme Journalism, said the planned station was a clear attempt to create an outlet for pro-Kremlin news ahead of the 2007 State Duma elections.
Ekho Moskvy is the top news radio station but had faced competition this year after Russkoye Radio 2, which is privately owned by the Russian Media Group, boosted its news coverage to 12 hours per day. The coverage tends to be pro-Kremlin.

...It looks like Mayak transmitters in Sovetskiy (900 kHz) and Cheboksary (531 kHz) operate on the air at 0200-1100, i.e. only nine hours per day.
Signal No.149 - Dmitry Mezin, Kazan, Russia
Yes, I feel that's normal for most Mayak transmitters. During the last year tx in Astrakhan (576 kHz) is only active at 0200-0900 (by the way, I don't see it in the latest EMWG). As to tx in Makhachkala (it's not far from me), signing-off time varies greatly, and my general feeling is that only airing of programs in local languages prevent the radio authorities from switching it off earlier. Additionally, tx in Volgograd (810 kHz) does not operate till the local midnight, as stated in EMWG.

Taldom transmitter is a large broadcasting facility for shortwave and longwave near Taldom, Russia. Its longwave transmitter working on 261 kHz is with a power of 2500 Kilowatt world's most powerful broadcasting station and receivable in whole Europe at nighttimes (if Russian authorities did not forget to pay the electricity bill).
There are two aerial systems for longwave at Taldom. One consists of mutiple guyed masts with a height of 257 metres, the other consists of at least 4 guyed masts with a height of 275 metres arranged in a circle and a mast in the centre of the circle.

Very curious is, that the masts of one antenna system are - as can be seen on http://www.drmradio.co.uk/assets/images/VoR1.jpg  - connected at two levels by each other. What might be the purpose of this? At Alexanderson antennas connection wires are only spun between the tops of the masts! Or do these ropes have no electrical functions?
