A Dutch mobile and landline number carries 10 digits, so landcode +31 and (0)6-12345678 for a mobile (06) number. This is probably a pre-paid, so anonimous number.

3GL 1341 Reactivation 
I suspect the reactivation may be a case of the owner (Geelong/Grant Broadcasters) wanting to keep the licence active. 3CW went QRT some time ago. HPON licences are subject to a ‘use it or lose it’ provision, though whether the ACMA enforces these rules is debatable. 
Nevertheless, it is an interesting concept for a placeholder or stunting format and would make a great nostalgic DX catch with its retro jingles and oldies music. This isn’t happening anywhere else, so good luck to whoever is running it. 

I recorded a bit of this today for posterity using the VK3KHZ Kiwi:

I haven’t yet checked to see how strong its skywave signal is here in Bungendore, but it’s likely good given that I receive the Melbourne AMs quite strongly at night.

That is the shortwave part of the station. It looks like all the feeder lines were removed, so no more shortwave transmissions from there.
